Foster Parent Licensing Information Foster homes are licensed through Community Care Licensing, a state office, which has a local representative here in Humboldt County. Any questions or concerns regarding the health or safety of a child placed in a foster home should be reported to the local representative as soon as possible. The representative will visit the home unannounced within 10 days of receiving a complaint in order to evaluate the appropriate response. The name of the complainant is not disclosed to the foster parent, unless court action is sought and witnesses will be called. Typical responses to verified violations include citations, where foster parents are directed towards particular steps to remedy the situation and are given a deadline to show compliance. Revocation of a foster parent's license is unusual unless there is a significant harm or danger to the child, and/or a past history of non-compliance with citations. If the complainant provides their contact information to Community Care Licensing, they will receive a response back regarding the outcome of their complaint.
Community Care Licensing If a child or youth's rights are not being followed, anyone, including the child, may contact the Foster Care Ombudsman. All concerns expressed to the Ombudsman that relate to the health and safety of the child in the foster home will be cross-reported to Community Care Licensing.
