Foster Parent, Caregiver, and Foster Home Information Becoming a Foster Parent In Humboldt County, there are currently two ways to become a foster parent. You can be licensed by the county, after participating in screening and training. Foster parents licensed by the county may serve as foster parents for children in either the child welfare or juvenile probation systems. Contact: (707) 441-5013 Child Welfare (707) 476-1284 Juvenile Probation Or you can be trained and screened by a Foster Family Agency (FFA), who will extend their license to you. FFAs have staff social workers who work with foster families, in addition to the county social worker who will be assigned to work with the child(ren) placed in your foster home. To view a checklist of these standards, and for local contact information to discuss licensing concerns and report violoations, please visit: Foster Home Licensing In addition, children and youth living in foster care, or other out of home care where they have been placed by the county, have specific rights. You can review these rights at Rights of Children and Youth in Out-of-Home Care. Rights violations are a licensing concern, and can be reported to local licensing agencies as well as the California Foster Care Ombudsman. Some Resources for Foster and Kinship Care Families Caregivers & the Courts: A Primer on Juvenile Dependency Proceedings for California Foster Parents & Relative Caregivers This is an overview of the dependency court process, with insights into the role of foster caregivers in court. It is in PDF format. Caregiver Information Form Any caregiver for a child in the dependency court may provide information to the court regarding the circumstances of the child. This is a fillable form, which can be printed from the site, for the purpose of providing this information to the court. Caregivers should make copies of the completed form for each of the parties in the case, and go to the County Clerks Office to file the paperwork. This form is in PDF format. Humboldt County Department of Health and Human Services Social Services Branch Child Welfare Services Division has recently published policies regarding Grievances and Problem Resolution. These policies apply to foster parents; legal parents; guardians; and children concerning the placement or removal of a child from a foster home.
